柯旗化，筆名明哲，是台灣著名文學及英語教育家，也是白色恐怖下的受難者。曾被判刑而在獄中度過長達十七年的時間，出獄後仍維持充沛的創作精力，創辦台灣文化季刊繼續為台灣本土文化的發展而努力奮鬥，臨終前冤獄始獲政府平反。柯旗化故居一樓現為第一出版社，二樓以上為住家。建物作為紀念柯旗化生活的軌跡正反映了一個時代中具體且有代表性的歷史氛圍與背景狀況，包含政治受難者本身、政治受難者家屬共同交織出此建物的歷史文化生命內涵。

Ke Ci-hua, known by the penname Ming-jhe, was a famous Taiwanese writer and English-language educator, and a victim of the White Terror. Ke was imprisoned for seventeen years, but retained his abundant creative energy after his release, establishing the “Taiwan Culture Journal” and striving for the development of local Taiwanese culture. Before his death, he received vindication from the government for the miscarriage of justice that he suffered.At present, the first floor of the Ke Ci-hua Former Residence houses the First Publishing Company run by Ke's wife, while upstairs floors are private residences. Although the building itself is not old, by remembering the life of Ke Ci-hua, it is representative of the historical atmosphere of the time. The historical and cultural content of the building is a product of the work of the political victims and their families.
